Ministry of Foreign Affairs & Trade of the Republic
of Korea
February 13, 2008: Port of Spain – The Ministry of Foreign Affairs and Trade of the
Republic of Korea and the Secretariat of The Association of Caribbean States (ACS)
subscribed today a Memorandum of Understanding on Co-operation.
Inspired by the traditional ties of friendship and co-operation between the
Republic of Korea and the Members and Associate Members of the ACS, this MOU
reaffirms Korea’s desire to strengthen co-operation in all spheres of activities
falling under the ACS Convention.
The MOU recognises that one of the basic objectives of the consolidation,
intensification and diversification of co-operation in the ACS is to assist the
development of ACS Members and Associate Members, particularly the less
developed.
According to H.E. Soong-chull Shin, Korea’s Ambassador to the Bolivarian
Republic of Venezuela, who signed on behalf of the Ministry of Foreign Affairs
and Trade, the MOU is the embodiment of his country’s intention to strengthen
the existing friendly relations with the States and Territories of the Greater
Caribbean through the sharing of its development experiences, including
co-operation in Information Technology (IT) as well as supporting the
development of its regional partners’ institutional capabilities and
socio-economic infrastructure.

Through this MOU, the Ministry of Foreign Affairs and Trade of the Republic of
Korea will provide assistance in the form of financial or technical support, for
jointly identified specific projects.
The Republic of Korea’s partnership with the ACS goes back to 2003, when the
country was admitted as an Observer in the ACS by the Ministerial Council and
Korea has, in fact, already contributed to ACS projects, having donated funds
for some flagship projects, such as the finalised Database of Post-disaster
Financial Mechanisms and the soon to be completed Map of Maritime Routes in the
Greater Caribbean.
Signing and speaking on behalf of the Secretariat, Luis Carpio-Govea, Director
for Transport and Natural Disasters and Chargé d’Affaires, renewed to the Korean
delegation the Secretariat’s firmest commitment to do its outmost in order to
ensure the implementation of the MOU to the greatest mutual benefit.
